The East Grand Forks Water and Light is a municipal utility serving the residents of East Grand Forks with electricity and water since 1909. With a staff of 27 hard-working men and women, we are committed to supplying safe, reliable utilities to our residents.

  • Distributing electricity that is purchased from Western Area Power Administration and Minnesota Municipal Power Agency
  • Distributing the water to the residents and businesses 
  • Maintaining a professional and friendly relationship with our customers
  • Maintaining all water and electric distribution lines 
  • Producing potable water from the Red Lake River 
  • Reading meters and billing out electric and water usage

Randy Rapacz Retires

Randy Rapacz, Water Plant Superintendent of the East Grand Forks Water and Light Dept retired on May 31, 2017.

Over his 36 years of dedicated service with the Department, Randy has been committed to providing our community with safe, affordable, high quality water:  a commodity essential for people to live and businesses to thrive.  He began his career as a Water Plant Operator on September 28, 1981, accepted the Water Plant Maintenance/Relief Operator position in 1992; and was hired as the Water Plant Superintendent in 2010.  During his term as Superintendent, the EGF Water Plant Staff has received the Center for Disease Control and Prevention (CDC) Water Fluoridation Quality Award multiple times; and have been voted twice by their peers as one of the top 3 best tasting waters in MN.

Throughout his career, Randy has been involved with the American Water Works Association (AWWA) on the state and national levels.  He has served as Past Chair of the MN AWWA Northwest District, and as a past member of MN-Section AWWA Educational Committee.  His most recent commitment has been as an active member with the Lake Agassiz Water Authority (LAWA), serving on both the Technical Advisory Committee and Finance Committee.  LAWA was formed to collaborate on a plan to meet future water supply needs in the Red River Valley.

It has been a privilege to work with Randy, and would like to wish him well in his retirement.
